Creates the Illinois Commission on Amateur Sports to research, study, and make recommendations to the Governor, General Assembly, and Department of Commerce and Economic Opportunity on promoting and developing amateur sports programs and events statewide.

Commission composition includes 28 members: 4 appointed by Governor with sports administration experience, 2 Olympians, 4 legislative members (one from each chamber leadership), representatives from high school and collegiate athletics, a visitor bureau representative, and 15 members representing different amateur youth sports categories (baseball, basketball, gymnastics, football, soccer, swimming, volleyball, wrestling, tennis, Special Olympics, and others).

Commission shall provide recommendations focusing on youth physical fitness participation, economic development opportunities, workshops for schools and communities, Olympic Training Center development, inclusion of persons with disabilities and historically disadvantaged communities, and sports tourism support.

Members serve 2-year terms with no compensation but may receive reimbursement for travel expenses; Commission must meet initially within 90 days and quarterly thereafter; Department of Commerce and Economic Opportunity provides administrative support.

Commission must submit annual reports of findings and recommendations by December 31 each year, beginning December 31, 2023; the Act and Commission dissolve on January 1, 2026.
