Amends the Downstate Forest Preserve District Act to add an exception to competitive bidding requirements for contracts over $25,000.

Allows forest preserve district corporate authorities to enter contracts without advertising for bids if authorized by a two-thirds vote of all aldermen, trustees, or commissioners then holding office.

Maintains existing exceptions to bidding requirements for work requiring personal confidence, supplies under monopoly control where competitive bidding is impossible, and contracts under $25,000.

Requires that contracts under $25,000 should obtain at least 3 competitive bids whenever practicable, though advertising is not required.
