Amends the Illinois Vehicle Code to allow confidential driver's licenses issued to law enforcement agencies to include the driver's blood type.

Confidential driver's licenses may be issued to local, state, and federal government agencies for undercover law enforcement operations using fictitious names and addresses.

Applications for confidential driver's licenses must be submitted to the Secretary of State Police Department and include specific information about the need for and intended use of the licenses.

Registration information maintained by the Secretary of State Police Department must display only fictitious names and addresses on public records, with all other information exempt from disclosure unless ordered by a court.

The Secretary of State Police Department may revoke confidential driver's licenses if they are being used for unauthorized purposes or if traffic citations are issued unrelated to the license's authorized use.
