HB3878 - Rental Housing Support Fee

• Increases the Rental Housing Support Program State surcharge from $9 to $18 per real estate-related document recordation in Illinois counties.

• Raises minimum county fees for standard documents under predictable fee schedules: deeds, leases, mortgages, and easements increase from $12-$20 to $13-$21 in non-third class counties and from $20 to $21 in third class counties.

• Establishes the Illinois Rental Housing Support Program Funding Allocation Task Force consisting of 18-20 members to study equitable distribution of rental housing support funds across the state, with a report due by September 30, 2023.

• Requires local administering agencies to prioritize serving counties where surcharge receipts were collected, subject to task force recommendations and funding distribution requirements.

• Takes effect July 1, 2023.
