Amends Section 15 of the Illinois Public Labor Relations Act to add new subsection (a-5) establishing that provisions of the Act or collective bargaining agreements for peace officers shall not take precedence over conflicting State or local laws regarding peace officers.

Modifies subsection (b) to reference both subsections (a) and (a-5) as exceptions to the general rule that collective bargaining contracts supersede contrary statutes, charters, ordinances, and regulations.

Preserves existing protections for employees of the Metropolitan Transit Authority and Regional Transportation Authority, requirements for sworn affidavits in complaints against peace officers, and state employee group insurance provisions.

Maintains the principle that the Illinois Public Labor Relations Act constitutes the exclusive exercise of state powers in labor relations that cannot be exercised concurrently by local governments or home rule units.
