Adds definition of "correctional officer" to include Department of Corrections employees with custody and control over committed persons in adult facilities, and Department of Juvenile Justice direct care staff in juvenile facilities.

Establishes mandatory wellness programs in both the Department of Corrections and Department of Juvenile Justice to support employee mental health, including response teams for duty-related and non-duty-related events, with voluntary and confidential access.

Expands definition of "sex offense" to specify particular criminal code violations for purposes of sentencing and release determinations, including child exploitation, sexual abuse, and kidnapping offenses (when defendant is not a parent).

Requires Department of Juvenile Justice personnel hired after the effective date who work in rehabilitative training or direct youth supervision to be at least 21 years old and hold a bachelor's or advanced degree from an accredited university, with exceptions for vocational trainers and non-direct contact staff.
