Amends the Unemployment Insurance Act to limit employer liability for benefit charges to 50% of charges resulting from payments to a claimant, effective upon the bill's enactment.

Maintains existing provisions determining which employers are charged for unemployment benefits based on claimant separation circumstances, benefit year timing, and wage history requirements.

Preserves exemptions from employer charges for cases involving voluntary separation without good cause, discharge for misconduct, theft, felony conviction, or refusal of suitable work.

Exempts employers from all benefit charges in cases where claimant separation resulted from detention, incarceration, or imprisonment, or where business closure occurred due to owner/officer active military duty.

Provides that if no employer qualifies under charging requirements, no employer bears liability for benefit charges related to that claimant's benefit year.
