• Department of Healthcare and Family Services must implement by July 1, 2021 a nursing home reimbursement system based on Medicare's PDPM nursing component rate.

• Reimbursement system must account for actual staffing levels reported under the Payroll Based Journal system, minimum wage changes, quality star ratings, staffing star ratings, and quality improvements.

• General Assembly finds that many nursing homes remain understaffed below legally required levels despite previous Medicaid rate increases, and that staffing levels directly correlate with quality of care.

• New methodology aims to pay for value and quality of care within facilities rather than volume, and to tie funding and incentives to demonstrable performance on key quality metrics.

• Act takes effect immediately upon becoming law.
