Amends the First Responders Suicide Prevention Act by adding Section 40 establishing Task Force recommendations for mental health services and suicide prevention.

Directs Task Force to recommend agencies guarantee access to mental health and wellness services including peer support programs, updated employee assistance programs, and public awareness campaigns.

Recommends agencies sponsor specialized training in psychological fitness, depressive disorders, early detection, and mitigation best practices, with minimum hours incorporated into annual or biannual training standards.

Proposes incorporating mental health training components into existing academy curricula, including PTSD and substance abuse training, peer support certification, and mental health check-ins separate from fitness-for-duty evaluations.

Recommends law enforcement agencies provide training on the Firearm Owner's Identification Card Act and relief procedures under Section 10, with FOID card maintenance as a continued condition of employment.
