Creates the Illinois Health Care Workers Benefit Fund as a special fund in the State treasury to support health care workers, doctors, nurses, and others in the health care industry.

Authorizes the Illinois Department of Public Health to issue Universal special license plate decals for health care workers, with fees of $25 for original issuance and $25 for renewal.

Distributes health care worker license plate fees with $10 of original issuance and $23 of renewal fees going to the Illinois Health Care Workers Benefit Fund, and the remainder to the Secretary of State Special License Plate Fund.

Designates the Trinity Health Foundation as the recipient of all money in the Illinois Health Care Workers Benefit Fund to benefit health care workers in Illinois.

Allows Universal special license plates to be issued for passenger vehicles of the first division (including motorcycles and autocycles) and motor vehicles of the second division weighing not more than 8,000 pounds.
