Amends the Illinois Police Training Act to require the Illinois Law Enforcement Training Standards Board to issue identification cards to certified law enforcement officers and retired officers.

Establishes the Illinois Active and Retired Officer Concealed Carry Office to administer federal Law Enforcement Officers Safety Act of 2004 requirements and make identification cards available to eligible individuals.

Authorizes the Office to propose rules, obtain personnel, create a budget, establish a fund, and charge fees to program participants, with all fees held separately for office administration only.

Establishes a 6-member governing Board for the Office composed of the Executive Director of the Illinois Law Enforcement Training Standards Board, the Director of the Illinois State Police, and four appointed members representing chiefs of police, certified police officers, and sheriffs from legislative leaders.

Requires all Board appointments to be for 2-year terms, with initial appointments made within 90 days of the amendatory Act's effective date and thereafter on January 15 of every other year.
