Designates all homeless service providers in Illinois as essential critical infrastructure workers in accordance with federal Cybersecurity and Infrastructure Security Agency guidance

Requires the Department of Public Health to ensure homeless service providers receive the same priority benefits as frontline workers, including federal funding for public health emergencies, personal protective equipment, and vaccinations

Directs the Department of Public Health and Illinois Emergency Management Agency to offer recommendations to local public health departments and emergency management agencies to consider homeless service providers when providing assistance during federally-designated public health emergencies or Governor-declared public health disasters

Authorizes the Department of Public Health to adopt rules for implementation and to ensure homeless service providers are recognized as essential critical infrastructure workers during pandemics

Takes effect upon becoming law
