IL HB3950

Expands the definition of "independent living skills" and "transition services" in special education IEPs to include career and technical education (CTE) options and requires school districts to provide students information about CTE opportunities beginning no later than age 14½.

Requires school districts to inform students with IEPs about career and technical education programs and allows high school students with IEPs to enroll in CTE programs at any time if consistent with transition goals.

Amends the Dual Credit Quality Act to require community colleges and high schools to establish collaborative processes ensuring students with disabilities have access to dual credit courses with appropriate accommodations from their IEP or Section 504 plan.

Requires community colleges to modify dual credit plans within one year to ensure access for students with disabilities and mandates disability services coordinators participate in high school IEP meetings to inform students about postsecondary opportunities.

Directs community colleges to provide educational access for students with disabilities, including intellectual and developmental disabilities, through for-credit and non-credit courses with appropriate supplementary aids and accommodations.
