Adds a Purpose section establishing that the Department of Innovation and Technology Act implements Executive Order 2016-001, with the Act controlling if conflicts arise between the Executive Order and statutory provisions.

Modifies definitions in the Act, removing references to specific legacy IT units and the Illinois Technology Office while broadening the definition of "information technology" to include future technologies and cloud services.

Restructures the Secretary's powers and duties, establishing the Secretary as the state's chief information officer and steward of state data, with specific authorities over IT procurement, security standards, data protection, and reporting requirements for state agencies.

Expands the Department's authority to provide information technology and communications services to state constitutional offices, local governments, educational institutions, and other entities when requested and in the state's interest, with the ability to establish charges for these services.

Repeals Sections 1-20, 1-30, 1-50, 1-55, and 1-60 of the Department of Innovation and Technology Act and makes conforming amendments to the State Finance Act regarding the Technology Management Revolving Fund.
