Amends the Statute on Statutes (5 ILCS 70) by adding Section 1.43 regarding honorable discharge determinations for veterans benefits eligibility.

Expands the definition of "honorable discharge" and "honorably discharged" to include discharges under other than honorable conditions when caused by post-traumatic stress disorder, traumatic brain injury, sexual assault or harassment, LGBTQ-related issues, or mental health issues.

Excludes bad conduct discharges and dishonorable discharges from the expanded definition.

Applies this expanded definition to all state statutes, rules, and administrative agency interpretations when determining eligibility for any veterans benefit available from Illinois.
