Amends the Illinois Human Rights Act to prohibit vendors from disallowing candidates from taking required tests for government jobs based on unlawful discrimination.

Imposes a $50,000 fine per violation on vendors that violate this provision, with fines payable to the State.

Requires termination of any government contract with a vendor found to have violated this section.

Prohibits government entities from contracting with violating vendors for one year following a determination of violation.

Takes effect immediately upon becoming law.
