IL HB4028

Amends the Illinois Governmental Ethics Act to prohibit local elected officials from engaging in lobbying if they accept compensation specifically attributable to such lobbying, with exceptions for compensation provided by law or ordinance.

Permits local elected officials to engage in lobbying without accepting compensation for such activities.

Expands the definition of "lobbying" to include promoting or opposing the passage of local legislative matters by units of local government, in addition to state legislative matters.

Defines "local elected official" as a member or member-elect of the legislative body of a unit of local government.

Defines "local legislative matter" as any bill, resolution, nomination, ordinance, or other issue pending before a local government unit, its legislative body, or any committee or commission thereof.

Violation of the lobbying restriction constitutes a Class A misdemeanor.

Takes effect immediately upon becoming law.
