• Creates new criminal offenses for manufacturing, assembling, selling, or possessing undetectable firearms (firearms that can operate while not detectable by security screening) as a Class 2 felony.

• Prohibits manufacturing, assembling, selling, or possessing untraceable firearms (un-serialized downloadable or unfinished frame firearms) as a Class 2 felony.

• Establishes controls on downloadable firearm codes by requiring criminal background checks, approval numbers, and record-keeping for distribution, with violation as a Class 2 felony.

• Exempts federally licensed firearm dealers who maintain proper serialization and records in compliance with federal law from FOID requirements for unfinished frames or receivers.
