Creates the Illinois Indian American Advisory Council with 21 voting members appointed by the Governor, President of the Senate, Speaker of the House, and both minority leaders (4 members each)

Defines "Indian" as a person descended from countries of the Indian subcontinent not primarily Muslim in character, including India, Bhutan, Nepal, and Sri Lanka

Council purpose includes advising the Governor and General Assembly on policy issues affecting Indian Americans and immigrants, advancing civic participation, and enhancing trade cooperation with Indian-majority countries

Council members serve 2-year terms without compensation and must have experience in higher education, business, international trade, law, social services, immigration, refugee services, community development, or health care

Requires Council to meet quarterly, hold up to 2 public hearings annually, and issue semi-annual policy recommendation reports to the Governor and General Assembly by June 30 and December 31
