Removes the phrase "subject to appropriation" from the $630 per diem rate for inpatient psychiatric services at safety-net hospitals, making the payment rate mandatory rather than discretionary.

Establishes a minimum inpatient per diem rate of $630 for all safety-net hospitals providing inpatient psychiatric services effective January 1, 2021.

Applies to 37 specified hospitals including Advocate Christ Hospital, Rush-Presbyterian-St. Luke's Medical Center, University of Chicago Medical Center, and others, plus any new hospital with a psychiatric unit opening after July 1, 2008.

Suspends the $630 rate requirement during any period when Illinois has a fully operational hospital assessment plan approved by the Centers for Medicare and Medicaid Services.

Takes effect July 1, 2021.
