Amends the Unified Code of Corrections to allow committed persons in Department of Corrections facilities to request transfer to another institution or facility every 6 months.

Amends provisions for Department of Juvenile Justice facilities to allow committed persons to request transfer to another institution or facility every 6 months.

Transfers must still be reviewed and approved by a person designated by the Director, with records of each transfer and reasons included in the person's master record file.

Maintains existing requirements for psychiatric facility transfers, which require prior psychiatric examination and certification, with reexamination at least every 6 months.
