HB4114 Summary

• Amends the Kaskaskia Regional Port District Act to authorize the Port District to own and lease industrial buildings, office buildings, factories, mills, warehouses, and other storage facilities.

• Grants the Port District authority to acquire, own, construct, lease, reconstruct, improve, maintain and operate water and sewage systems and utility systems for tenants, occupants, and users of District facilities.

• Specifies that the Port District cannot provide electric or gas utility services if an investor-owned public utility can provide those services under the Public Utilities Act.

• Requires investor-owned public utilities to respond within 30 days to written requests from the District regarding whether they can provide requested utility systems or services.
