Expands criminal damage to property penalties to include damage or defacement to historic monuments, displays, statues, properties on the National Register of Historic Places, and properties designated as landmarks by any county, township, or municipality.

Increases penalties for damaging historic properties to Class 4 felony when damage does not exceed $500, Class 3 felony when damage exceeds $500 but not $10,000, Class 2 felony when damage exceeds $10,000 but not $100,000, and Class 1 felony when damage exceeds $100,000.

Applies same enhanced penalty structure to criminal defacement of property involving historic monuments, displays, statues, National Register properties, and locally-designated landmarks.

Requires courts to impose fines equal to property damage value when exceeding $10,000 and mandates community service of 30-120 hours for criminal damage and defacement convictions.

Applies enhanced penalties to damage of school buildings, places of worship, farm equipment, and property memorializing police officers, firefighters, military members, and veterans.
