Amends Illinois Vehicle Code Section 3-682 to authorize the Secretary of State to issue special Illinois Police Association license plates for passenger vehicles and motor vehicles weighing not more than 8,000 pounds.

Charges a $25 fee for original plate issuance, with $10 deposited to the Illinois Police Association Fund and $15 to the Secretary of State Special License Plate Fund for administrative costs.

Charges a $25 renewal fee for each registration period, with $23 deposited to the Illinois Police Association Fund and $2 to the Secretary of State Special License Plate Fund.

Establishes the Illinois Police Association Fund to provide death benefits to families of police officers killed in the line of duty or Illinois Police Association members dying of natural causes, and scholarships for their children and spouses.

Allows plates to be issued as vanity or personalized plates at the Secretary of State's discretion.
