Amends Section 3-2-4 of the Unified Code of Corrections to allow members of the General Assembly to visit Department institutions, facilities, and programs upon their request.

Governor retains authority to visit Department institutions, facilities, and programs as often as deemed fit to inquire into Department affairs and conditions.

General Assembly members may visit for the purpose of inquiring into the affairs and conditions of the Department.

Updates gendered pronouns in statute from "he" to gender-neutral language.
