Prohibits the sale or purchase of detached catalytic converters unless the seller is licensed as an automotive parts recycler or scrap processor.

Requires automotive parts recyclers and scrap processors to obtain government-issued photo identification from sellers and verify name, date of birth, and photograph before purchasing catalytic converters.

Mandates maintenance of a transaction log documenting seller name and address, transaction date and time, and seller signature; logs must be retained for at least 4 years and made available to law enforcement.

Limits purchases to a maximum of 2 catalytic converters per person per transaction.

Imposes a $5,000 fine in addition to other court penalties for violations of catalytic converter purchase requirements; first offense is a Class A misdemeanor and subsequent offenses are Class 4 felonies.
