Creates a database maintained by Illinois State Police of persons diagnosed with a communication disability or a disability that can impair communication, to be made available to law enforcement officers through LEADS (Law Enforcement Agencies Data System).

Allows individuals 18 years or older with a communication disability to voluntarily register in the database by submitting a verification form developed by the Department of Human Services; parents or guardians may register minor children or wards.

Verification form must include person's name, identification numbers, vehicle license plates, and signed certification from a physician, psychiatrist, or clinical psychologist that the person has been diagnosed with a communication disability.

Database information is not subject to public disclosure under the Freedom of Information Act and is restricted to law enforcement use only.

Allows registered individuals or their parents/guardians to request removal from the database at any time by submitting a simplified removal form to Illinois State Police.
