Amends the School Code to modify the governing board structure for Township 38 North, Range 12 East, changing from 3 elected trustees to 4 elected trustees and 3 appointed trustees.

The 3 appointed trustees are selected annually through a nomination and voting process by specific school district boards: one from four Argo-area districts, one from six Western Springs-area districts, and one rotated among school board presidents alternating between Argo and Lyons Township feeder districts.

Allows both elected and appointed trustees to represent the same school district and serve as officers of the trustees of schools.

Exempts appointed trustees from the eligibility restrictions in Section 5-3 that normally require trustees to be township residents, at least 18 years old, and prevent multiple trustees from the same school district.

Updates nomination petition language in Section 5-4 to require signatures from 5% or 500 voters (whichever is less) and modernizes gendered pronouns from "he" to "the person."
