HB4191 - Fund the Police Act

• Creates the Fund the Police Grant Fund as a special fund in the State treasury to provide grants to local governments and Illinois public universities for law enforcement purposes.

• Authorizes grants for hiring and retaining law enforcement officers, providing mental health care for officers, purchasing public safety equipment to prevent gang violence and motor vehicle theft, and training officers in crime prevention.

• Transfers $100,000,000 from the General Revenue Fund to the Fund the Police Grant Fund as soon as practical after the Act's effective date.

• Prohibits moneys in the Fund the Police Grant Fund from being appropriated, assigned, or transferred to any other State fund.

• Grants the Illinois Law Enforcement Training Standards Board authority to set distribution requirements and determine eligible law enforcement agencies, considering compliance with the Uniform Crime Reporting Act as a factor in awarding grants.
