• Changes terminology from "grants" to "distributions" in the State Aviation Program Fund for payments to local government units for airport-related purposes.

• Expands uses of the Sound-Reducing Windows and Doors Replacement Fund to include repair costs for mechanical issues with replacement windows or doors, reimbursement for homeowners who replaced windows on their own accord (minimum 15% of costs), and servicing at least 750 residences annually with at least $1,000,000 dedicated to repairs.

• Allows eligible residents to choose the color and type of replacement windows and establishes a showcase and display of replacement window types at Chicago Midway International Airport.

• Requires formation of an advisory committee with members appointed by the Speaker of the House and President of the Senate to develop a process for homeowners to demonstrate extreme hardship and ensure at least 10% of annual replacements serve homes with extreme hardship conditions.

• Mandates the advisory committee compile quarterly reports (monthly until December 31, 2022) on replacement activities, homes in queue, financial compensation provided, and confirmed mechanical issues, with public question responses within 2 business days.
