Extends deadline to September 30, 2023 for transferring creditable service from Illinois Municipal Retirement Fund (Article 7) to police pension funds (Article 3) for sheriff's law enforcement employees, municipal police, forest preserve law enforcement officers, and those performing administrative duties related to law enforcement

Creates new provision allowing police officers to transfer creditable service from State Universities Retirement System (Article 15) to Article 3 police pension funds by June 30, 2023, with payment of contribution differences plus interest

Establishes transfer option from Article 3 police pension funds to Illinois Municipal Retirement Fund between July 1, 2022 and December 1, 2023 for sheriff's law enforcement employees, allowing transfer of up to 10 years of creditable service

Reduces reinstatement payment deadline from 90 days to 60 days after notification of cost for those reinstating credits terminated upon receipt of separation benefits

Exempts implementation of these pension transfer provisions from State reimbursement requirements under the State Mandates Act
