Expands annual supplier diversity reporting requirements to include energy suppliers generating more than 500 kilowatt hours annually and renewable energy companies (developers, builders, installers, maintainers) with revenues over $15,000,000

Removes previous exemption that allowed wind and solar energy companies to avoid reporting by complying with Department of Labor Law requirements instead

Requires companies to submit annual reports by April 15 detailing procurement goals and actual spending for female-owned, minority-owned, veteran-owned, and small business enterprises as percentages of total work performed

Adds new requirement for annual reports to include a 6-to-18-month buying plan specifying goods and services the company intends to purchase, including procurement codes, to help diverse businesses identify upcoming contract opportunities

Amends Section 5-117 of the Public Utilities Act (220 ILCS 5/5-117)
