HB4238 - Rebuild Illinois Mental Health Workforce Act

• Creates add-on payments to Medicaid reimbursement rates for four community mental health services beginning July 1, 2022 (State Fiscal Year 2023): individual therapy ($9 per unit for mental health professionals, $15 for qualified professionals), community support-individual services ($15 per unit), case management services ($15 per unit), and assertive community treatment services ($8 increase for $20 total per unit).

• Establishes monthly directed payments to community mental health providers based on the number of Medicaid users served in a base year: $4,200 per user for community support team services (minimum 200 units annually) and $6,000 per user for assertive community treatment services (minimum 300 units annually), divided into 12 equal monthly payments.

• Applies payment adjustments to services provided through both Medicaid managed care organizations and direct Department of Healthcare and Family Services payments.

• Prohibits reduction or elimination of any existing Medicaid base rates or add-on payments in place as of July 1, 2021, with delayed payments made retroactively to July 1, 2022 regardless of actual billing amounts.

• Requires the Department to obtain federal approval from the Centers for Medicare and Medicaid Services, with implementation conditioned on receipt of federal financial participation.
