Public high schools shall not withhold a student's grades, transcripts, or diploma due to unpaid balances on the student's school account.

School districts must report to the State Board of Education at the end of each school year the total amount of unpaid student account balances resulting from this prohibition.

This prohibition on withholding grades, transcripts, or diplomas becomes inoperative 3 years after the effective date of this amendatory act.

Teachers retain the responsibility to determine student grades and evaluations within district grading policies based on professional judgment and established criteria.

Students not qualifying for grade promotion must receive remedial assistance including summer bridge programs of at least 90 hours, tutoring, increased instructional time, or grade retention.
