Requires governing boards of public universities and colleges in Illinois to make emergency contraception available for purchase through at least one vending machine on each campus, located in an area accessible during weekends and after class hours.

Excludes community college districts from the vending machine requirement.

Establishes minimum requirements for emergency contraception sold through vending machines, including sale in original manufacturer packaging, compliance with expiration dates, proper storage per manufacturer guidelines, and pricing not to exceed $40.

Requires vending machines to display the machine owner's identity, a toll-free contact number, and a warning to check expiration dates before use.

Takes effect upon becoming law.
