Amends the Illinois Power Agency Act by adding Section 1-129 to establish procurement standards for solar panels.

Requires the Illinois Commerce Commission, in consultation with the Illinois Power Agency, to develop standards and guidelines within 180 days of the bill's effective date.

Prohibits Illinois ratepayer funds collected under Section 16-108 of the Public Utilities Act from being used to procure solar panels that are not manufactured or assembled by U.S.-based companies.

Applies the domestic manufacturing requirement to solar panels procured under the Agency's long-term renewable resources procurement plan.
