• Allows attending physicians and qualified health care practitioners to be licensed in Illinois or in the state where the patient is being treated, removing the restriction to Illinois-only licensure.

• Expands the definition of "qualified health care practitioner" to include physicians, advanced practice registered nurses, physician assistants, and residents with at least one year of graduate or specialty training, regardless of state licensure location.

• Removes the separate definition of "qualified physician" and consolidates physician licensure requirements to allow practitioners licensed in any state where the patient is being treated.

• Takes effect upon becoming law.
