Designates the Smart Energy Design Assistance Center (SEDAC) at the University of Illinois at Urbana-Champaign as the lead agency for reviewing performance contracts for school district and area vocational center energy conservation projects

Shortens the payback period for guaranteed energy savings contracts from 20 years to 10 years, with an exception allowing 20 years for solar or geothermal projects

Narrows the definition of "energy conservation measure" to exclude new construction, building additions, and site renovations such as parking lots, playgrounds, and athletic fields

Requires performance reviews of guaranteed energy savings contracts at least once every 4 years, conducted by licensed architects or engineers who must certify they have no conflicts of interest with the qualified provider

Adds regional superintendent inspection duties for energy conservation measures and requires qualified providers to reimburse school districts within 90 days for any shortfall between projected and actual energy operating cost savings
