Ratifies Illinois' participation in the Nurse Licensure Compact, allowing registered nurses (RNs) and licensed practical nurses (LPNs) to obtain a multistate license from their home state that authorizes practice in all other compact member states

Establishes uniform licensure requirements for multistate licenses, including graduation from an approved nursing program, passing the NCLEX examination, submitting fingerprints for criminal background checks, having no felony convictions, and possessing a valid Social Security number

Creates the Interstate Commission of Nurse Licensure Compact Administrators, a joint public entity responsible for administering the compact, promulgating rules, and maintaining a coordinated licensure information system for tracking nurse licenses and disciplinary actions across states

Prohibits Illinois from sharing or disclosing contents of nationwide criminal history records checks conducted for multistate licensure purposes with the Interstate Commission or other states

Specifies that the Compact does not supersede existing Illinois labor laws and allows party states to take adverse action against a nurse's multistate licensure privilege for violations of state practice laws where the patient is located
