HB4294 - Naturopathic Medical Practice Act

• Creates the Naturopathic Medical Practice Act establishing licensure requirements and oversight for naturopathic physicians in Illinois through a new Naturopathic Physician Medical Board.

• Requires applicants to graduate from an approved naturopathic medical educational program, pass professional examinations (including pharmacy and minor surgery exams), maintain professional liability insurance, and demonstrate physical and mental capability to practice.

• Defines the scope of practice to include physical examinations, laboratory ordering, diagnostic imaging, prescribing of non-legend drugs and Schedules II-V controlled substances, administering injections, performing minor office procedures, and providing naturopathic therapies.

• Establishes Board composition as nine voting members including five licensed naturopathic physicians, two practicing physicians, and two public members; provides for license renewal, continuing education, disciplinary procedures, and hearing rights.

• Amends the Illinois Controlled Substances Act to add naturopathic physicians to the definition of "practitioner" and "prescriber" for purposes of controlled substance distribution and prescribing authority.
