Creates the Holistic Mental Health Care for Youth in Care Task Force to review and recommend mental health and wellness services for youth in foster care, with services to begin within 30 days of placement.

Task Force shall assess capacity of mental health professionals, review payment rates for providers, evaluate billing practices for managed care, and examine recruitment and retention of mental health providers of color.

Task Force composed of 9 members including directors from Healthcare and Family Services and Children and Family Services, Governor appointee, 2 House members, 2 Senate members, 1 former youth in care, and 1 managed care entity representative.

Task Force must meet monthly beginning no later than July 1, 2022 and submit quarterly reports to the Governor and General Assembly, with final report due December 31, 2024.

Task Force is dissolved upon submission of final report, and the entire section is repealed January 1, 2026.
