Amends the Cook County Forest Preserve District Act to authorize forest preserve districts to acquire easements for renewable energy infrastructure and to construct, maintain, and operate such facilities on their lands.

Defines "certain renewable energy infrastructure" as photovoltaic cells, photovoltaic panels, and other infrastructure to gather or provide solar energy.

Permits forest preserve districts to lease up to 80 acres (increased from 40 acres) to a county for a term of not more than 40 years (reduced from 99 years) for renewable energy infrastructure purposes.

Removes provisions authorizing forest preserve leases to veterans' organizations for convalescent grounds and rehabilitation facilities, and to counties for nursing homes or convalescent homes.

Establishes that Cook County Forest Preserve District needs authority to meet its 2030 100% clean energy and 2050 carbon neutral goals.
