HB4331 Summary

• Amends the Illinois Police Training Act to define "retired law enforcement officer qualified under federal law" to permit retired officers to carry concealed weapons under the federal Law Enforcement Officers Safety Act.

• Permits currently employed and qualified retired State correctional officers to carry their own firearms off-duty without violating unlawful weapons statutes if they complete firearms training by the Illinois Law Enforcement Training Standards Board and meet other conditions.

• Permits currently employed and qualified retired county correctional officers to carry their own firearms off-duty under the same training and qualification requirements, limited to officers with custody and control over inmates in adult correctional facilities.

• Requires officers carrying firearms off-duty to carry a photographic identification from their agency and a valid annual firearm certificate from the Illinois Law Enforcement Training Standards Board stating they are qualified to carry a concealed weapon.

• Takes effect immediately upon becoming law.
