Expands the Department of Central Management Services' authority to charge for risk management services and workers' compensation administration to include state officers, boards, commissions, and universities, in addition to state agencies

Requires employing state agencies, officers, boards, commissions, or universities to reimburse the Department for workers' compensation temporary total disability payments when an employee cleared for modified duty work is not returned to work after 120 days

Clarifies that indemnification expenses for Department of Transportation, Illinois State Police, and Secretary of State employees paid from the Road Fund apply only to claims resulting from the Road Fund portion of their normal operations

Removes multiple obsolete fund transfer provisions from the State Finance Act dating from fiscal years 2005 through 2015 by replacing them with "(Blank)" designations

Maintains the Workers' Compensation Revolving Fund structure while updating references to include officers, boards, and commissions alongside state agencies and universities for billing and service purposes
