Allows the State Board of Elections to receive voter registration information through electronic voter registration portals in addition to its website.

Permits individuals aged 16 and older to preregister to vote, with registration held in abeyance until they reach voting age, completed through the online voter registration system or electronic portals.

Changes competency requirement for voter registration forms from individuals aged 17 who will be 18 by election day to all individuals aged 16 and older.

Requires online preregistration to be completed using the online voter registration system or an electronic voter registration portal rather than paper forms.
