Amends the State Employees Group Insurance Act of 1971 to require health benefits coverage for medically necessary care and treatment of cleft lip and cleft palate for children under age 19.

Adds new Section 356z.53 to the Illinois Insurance Code defining covered treatments including oral and facial surgery, prosthetic treatment, orthodontic treatment, prosthodontic treatment, and otolaryngology services.

Excludes cosmetic surgery performed solely to improve appearance of normal facial structures from required coverage.

Requires individual and group accident and health insurance policies amended, delivered, issued, or renewed on or after the effective date to provide cleft lip and palate coverage, with same cost-sharing limits as other surgical benefits.

Takes effect January 1, 2024, and does not apply to dental-only insurance policies.
