HB4353 Summary

• Amends the First Responders Suicide Prevention Act to require emergency services providers and law enforcement agencies to provide mandatory training on psychological fitness, depressive disorders, early detection techniques, sleep, nutrition, substance abuse, and post-traumatic stress disorders.

• Mandates this training be incorporated into recurring annual or biannual training programs for all personnel.

• Allows emergency services providers to seek sponsorships, grants, gifts, or private donations to support and enhance mental health and wellness training.

• Extends training requirements to Illinois State Police and local law enforcement officers to include information on relief from firearms prohibitions under the Firearm Owners Identification Card Act and the Uniform Peace Officers' Disciplinary Act.

• Encourages emergency services providers and law enforcement agencies to disseminate information about peer support programs and available mental health resources to their personnel.
