HB4356 - Carpet Stewardship Act

• Creates a carpet stewardship program requiring producers to fund and implement statewide carpet collection and recovery through a nonprofit clearinghouse incorporated as a 501(c)(3) organization.

• Establishes performance goals requiring a 25% carpet recovery rate by December 31, 2026, and 50% by December 31, 2029, with collection sites required in counties with population density of at least 100 people per square mile by January 1, 2024.

• Requires producers to register with the clearinghouse by October 1, 2023, and pay a $25,000 registration fee plus annual assessments; prohibits sale of unregistered producer carpet as of January 1, 2023.

• Mandates installers in counties with over 200,000 people transport old carpet to approved collection sites by June 1, 2024, with collection sites receiving $20 per ton recovery fees.

• Requires State agencies to purchase at least 35% carpet with 10% post-consumer recovered content by January 1, 2025, increasing by 10% annually until reaching 75%.
