Amends the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act to establish contract goals for State procurement.

Sets an aspirational goal that at least 30% of the total dollar amount of State contracts for architectural, engineering, and land surveying services shall be awarded to firms owned by minorities, women, and persons with disabilities.

Requires that of the 30% goal, at least 16% of contracts be awarded to minority-owned firms, at least 10% to women-owned firms, and at least 4% to firms owned by persons with disabilities.
