Amends the Environmental Protection Act to require removal of coal combustion residue (CCR) generated by electric generating facilities located in Lake Michigan-bordering municipalities with populations between 75,000 and 150,000 inhabitants (based on 2020 census data).

Mandates closure by removal of all CCR in surface impoundments and deposits with approved adjusted standards, overriding any existing operating or construction permits that would allow closure in place.

Requires facility owners to conduct a site investigation within one year to identify all CCR placed outside surface impoundments, submit findings in a construction permit application within 6 months, and complete removal operations according to Illinois Administrative Code Part 845.

Establishes a 6-month Agency review period for permit applications, with 3-month correction deadlines if applications are denied, and allows third-party petitions to the Board within 35 days to contest Agency decisions.

Does not affect any financial obligations arising before the effective date of the Act, including those created by Public Act 101-171.
